Welcome To The Earth's Elite Recruitment Department.
This department is charged with establishing and maintaining diplomatic relationships between Earth's Elite and other communites. This might be done via a banner exchange, embassy, or even just popping onto each others sites every now and then to say hi.
The Recruitment department is also charged with the recruiting for Earth's Elite, hence the name. Often this is done via the above methods also, but the staff from this department will also attempt to scout out methods that can be used to advertise Earth's Elite and potentially increase the member count.
